Paul Murray: Rita Saffioti must provide the details on how many local businesses are building our new trains

Rita Saffioti is full of it. By “it” I mean the economic details through which the WA Labor State Government’s actions can be measured against its relentless outpourings of spin. After all, in the journalistic Watergate maxim of “follow the money”, the journey in this political exercise takes you inevitably to the Treasurer. And as Deputy Premier, Treasurer and Minister for both Transport and Tourism, Saffioti talks a big game about what the government is achieving. Not only does she hold the purse strings, but she also has the ability to cover the costs of the massive blowouts on Labor’s signature Metronet project with the stroke of her pen and to splash secret amounts of your money to attract pop stars, wrestlers and favoured Italian soccer teams to keep the masses happy. Taxpayers have the right to the details of that spending. So why is Saffioti so unwilling to share “it”? “It” is what makes governments transparent and accountable. That’s what WA Labor solemnly promised coming to government in 2017. If Labor — both here in WA and nationally — is serious about pushing a new interventionist manufacturing paradigm, the public needs convincing that it’s more than just industry protectionism and picking winners again. Witness Prime Minister Anthony Albanese’s $1 billion handout last week to untested Sydney-based start-up, Sundrive, to take on China’s dominance in producing solar panels on the site of a former Hunter Valley coal-fired power station. Good luck with that. What’s a billion between friends? Last Sunday, Saffioti issued a media statement proclaiming “a major milestone for local manufacturing” after the first C-series train from Metronet’s Bellevue facility was unveiled, three years after it began being assembled — and a year late. It follows Labor’s awarding in 2019 of the $1.3 billion-plus contract for 41 electric six-car trains — and two diesel three-car trains for the Australind line — to French multinational, Alstom, with a direct, but undisclosed, connection to its massive Indian subsidiary, which has six manufacturing sites on the sub-continent. It replaced the contract with Australian-owned Downer, which manufactured Transperth’s B-series railcars in Queensland from 2004, with the electrics made by Canadian-owned Bombardier in Victoria. “It’s been a massive journey to reach this point and we now have a thriving WA railcar manufacturing industry with hundreds of workers employed to both build our trains and manufacture components locally,” Saffioti said on Sunday. “We’re continuing to exceed our local manufacturing target of 50 per cent — with 15 local businesses across Perth currently delivering key components for the trains.” There was enough political chest-beating there to invite media scrutiny. And enough equivocal language to provoke suspicions, particularly about the lines between “manufacturing” and “assembling” and “delivering” components and who is and who isn’t “local”. Interestingly, Aurecon, Metronet’s railcar technical adviser, refers to Bellevue as an “assembly and commissioning facility.” No mention of manufacturing, which most people would associate with building something from the ground up. All Australians like the idea of local manufacturing and the jobs it provides. Me included. But is that what we are seeing? And at what real cost? Does the Alstom contract effectively replace many Australian jobs in Queensland with ones in India, disguised as “50 per cent local content”? Has it actually lessened our national industrial capacity by potentially outsourcing up to half of the project overseas? On Tuesday, I put a series of 13 questions to Saffioti. They are here in full, along with relevant parts of her response so readers can make their own judgments: Once again, Saffioti chose not to answer each question directly. Most of the generic answers provided came directly from the April 7 press release I had already referenced in the questions, information which was obviously redundant. This was the part of the answer pertinent to questions 1 and 2: “The assessment of local content is based on the value/spend on components made locally. This method of calculating local content is modelled on the same practice utilised in other States including Victoria. “Assessment on spend on WA local content is made by the State at regular reporting periods over the life of the project to ensure local content requirements are being met. “Importantly, the cost per railcar is less than when we were importing them from out of State.” However, that sparse information takes the argument nowhere because the analysis remains hidden, as does the cost comparison, and the methodology for both remains unknown. In fact, Alstom is building the same X’Trapolis-design railcars in Ballarat for the Victorian Government, where it claims 60 per cent local content. There was no attempt by Saffioti to answer questions 3-8 which sought to establish the basis for her local content claims and to investigate how much of the railcars is constructed in India. On Tuesday I emailed questions to three of the six “local” sub-contractors named by Saffioti on Sunday where they are referred to as “supplying” components to Bellevue, not specifically “manufacturing” them in WA. The distinction is important, but unfortunately, none had answered by Friday. All are branches of international or interstate companies, so hardly “local”. Questions 9-13 drew a line between the use of foreign workers at the Bellevue facility and what we have learned recently about employment practices on Metronet projects following the death of Fengwen Geng at Bayswater in mid-March. Those questions were ignored in Saffioti’s response, which has pretty much been her approach to union concerns about so-called sham contracting on Metronet projects. “In Opposition, the State Government committed to a policy of 50 per cent local content, and that’s what we’re delivering,” Saffioti said. “Previously, trains were predominately built elsewhere, with only two per cent of the work completed in WA.” That point is worth examining. Saffioti effectively says the B-class trains were 98 per cent built outside WA — principally in Queensland. So in terms of national manufacturing effort, and her claims of 50 per cent WA content for C-class, the Alstom deal may well have transferred Aussie jobs in Queensland to India at our expense. But on what the Treasurer is prepared to release, we just don’t know for sure. She needs to fess up to this: Of the 50 per cent content that is not WA-based, where is it sourced? At least the B-class trains were 100 per cent Australian-made. Perhaps an inquiry by the Auditor-General could establish the truth behind the government’s local content claims. As usual, those questioning this government’s actions cop a spray from Saffioti. “There will always be critics of anything WA achieves, and those critical obviously don’t support WA manufacturing and supporting WA jobs,” her response said. “The Cook Labor Government has delivered both modern railcars for Perth and the revival of an important industry — boosting high tech manufacturing skills for WA. “Alstom is directly employing around 150 people at the Bellevue Railcar Facility, including 22 apprentices and four trainees, with further workers employed by sub-suppliers across industrial areas of Perth.” So, she’s prepared to give that detail, but none about Indian workers or Indian manufactured content?
